Homeless Man at The Centre

I have just got home from the Centre. As I was getting in the car I saw a Nepalese (I think) man eating food out of the bin. And I mean rotten apples and half eaten burgers. Before anyone says that you shouldn't feel sorry for these people I can tell you that I did feel sorry for him, I saw the look in his eye and it wasn't greed or laziness, it was desperation and fear. I gave him 32QR, it was all I had. I live in Dukhan or I would have offered him a meal, bath and good nights sleep.I have heard about the loophole that means many Nepalese men are stranded here illegally but unable to leave. Is there anything I can do? Is it possible to offer sponsorship to someone not already sponsored?What do you all think, all opinions welcome within decent reason.
